because it doesn't allow for possible future developments in the case, such as someone else confessing to, or matching the 'modus operandi of, the crime during the investigation of a subsequent murder, investigations that find corrupt police, lawyers and/or judges or long silent, or previously perjurous, witnesses who finally come forward with pertinent details.
Also many lawyers and originizations that work on the defendants' behalf are not paid by the State but instead are working on the case 'pro bono' and might not have the available time to raise all appeals within 3 years. Basically any thing done to streamline the process will just result in more executions of innocent people, who mostly are poor and minorties (black or Hispanic).
When the Govenor of a major state (Illinois) decides the things are so flawed that he feels bound to commute all death penalty sentences to life in prison it doesn't give an 'Average Joe' like myself much confidence in the process. |
