It's a volunteer program *only* and it's only available to inmates who don't cause problems.
I'd love to see a system where the govt provided enough to sustain them and keep them healthy, even if that's nutritious gruel 3 times a day, and roughspun blankets.
Then, let them EARN more goodies, including TV/internet access, extra food (incl luxuries like candy bars, etc).
Medical stuff stays free for things they NEED, but getting your teeth capped because you like how they look (a situation I made up ... I don't know if their current coverage covers this), is NOT covered.
Basic legal expenses are covered and you are assigned a district attorney. If you want someone not paid by the state, you have to pay their costs.
