That word is usually much like the word "justice": completely arbitrary. It's based on what people want to be true rather than what is true.
But if we say that we have certain rules that carry certain penalties if broken, and that person broke those rules, then at least one definition of "deserve" fits that situation perfectly.
On the other hand, when we use the word in the sense of "getting justice", I would say that nothing deserves anything. But I wouldn't not want to know you just because you might disagree with that.
