Some so-called 'victimless crimes' aren't victimless. (The rest, as you observe, aren't worthy of being crimes.) Speeding is an example. There is a victim with speeding - you endanger the health and safety of other road users. Part of their rights, liberties et. al. means being able to use the road without unnecessarily high risk of an idiot slamming into them. Whether they actually get hit or not is irrelivant to this.
