because IE sucks, see?

For conformance to w3's intentions with respect to formatting, div is the preferred method. Why? Because it forces the use of stylesheets - which breaks either IE or the stuff that doesn't suck (read: Gecko [Mozilla, Galeon, etc.], KHTML [Konqueror & Safari], Opera, etc.) depending on what you develop on.
