to stabilize on a note. On a guitar, the initial pluck will sound a different note, usually about 50 centimes higher than the base note, and then it will stabilize. I actually use this effect when bending notes and to insert emotional color. When I'm running it through an FX box it really shows. Why hardcore rockers and bluesmen use heavy picks.

Anyway, the tuners are all designed to delay stabilization past this initial pluck so that they *can* get the base frequency. That's why they seem to go a bit whacko for a bit before they decide what note they're hearing.
