I'm a citizen by birth, so yes, the US is stuck with me whether it wants me or not, unless i choose to remove myself from it's citizenship.
And being a US citizen, like being the citizen of any other country, is a fairly exclusive club. Some people are born into it, but not everyone gets to be a US citizen, even if they REALLY want it. As such, you are in a special class that excludes others, simply because not just anyone can apply for it. I'd say being born with it is just one way of getting it.
As for being a right ... I consider it something which *cannot* be taken away. I can't think of anything which can't be taken away under given conditions. It may not be an arbitrary removal (ie, Bush can't read UF, see people don't like him, and dismiss them as citizens), but if someone either chooses to renounce US citizenship, or gives it up in some other way (such as serving in a foreign military), then they do lose it.
To me, that makes it a privilege. As a right, there's no way they can *ever* lose it.
