I was always taight that the lower abdomen is more steady - perhaps it depends on the octave.

Another thing about string instrument tuners - tone colour counts. The strings on the instrument have a different "colour" - and the tuner takes this into account. Although this shouldn't have too much of an effect (because different types of strings have diffeent colours too, and depending on what the instrument is made of, it's shape, size, etc.), but voice is somewhat more consistent and also where it does vary it does so differently.
