You've probably noticed using it on your bass, that if you have it pick up the sound through the air instead of plugging it in to the bass that what the tuner says doesn't always reflect reality. It's a guide, but sometimes it will be a faulty one because it's picking up other stuff.

If the fluctuations are actually there and you can hear them when listening to yourself on tape, make sure you are taking deep enough breaths and pushing the note out from your chest. This will make it easier to "support" the note and keep it steady.
