Well, no, not in the WORLD. I was speaking of the person who is incarcerated in the US and to my understanding is a US citizen. Of course, US rights are not guaranteed outside of the US.

However, in the US, we have the Declaration of Independance which states

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness

This, of course, is an impressive document but has no legal stature to my knowledge. So, although in our quest for independence we implied that these rights are for everyone, the US has only jurisdiction over its citizens. Current world events to the contrary, of course...
