I would clarify with them why, and ask them if perhaps you can get the router to assign dynamic addresses. Now, one possibility is that they want to control how many computers everyone has, and limit them.

As for your problem of getting away from a DHCP server on the router, I'm not sure that the router will be able to do what you want it to do, especially if they are wanting to know how many computers are on the network. Your best bet would be to get a cheap 4 port hub and go that way, you will not run into any problems like that.
