Round here, it means "Luser Attitude Readjustment Tool", and somehow has taken on the facility of a verb.
People using the phrase "agree to disagree" are the ones I like to LART. Using the definitions that match the intended contexts, we have:
Agree: to come into or be in accord, as of opinion
Disagree: to have a differing opinion
Now, what they are really saying is that we will come to accept that we have differing opinions.
If these morons hadn't figured that out from the beginning of the argument, then LARTing is too good for them. But I'm generous and like to spoil people. ;-)
