The whole point was that the world opinion turned against the British for their violence toward a non-violent resistance. The British didn't care how many Indians they killed; they cared very deeply about being seen as swine in the international community.
Peer pressure, brought to bear correctly, can do more than the muzzle of a rifle. Even if the British had started out killing numbers of people, they would have eventually stopped due to how they looked in the eyes of the world.
