The definition of authority doesn't require it. Military authority has been used to bring war rather than peace and certainly hasn't led to lasting world peace, but you don't deny that it is authority. Science hasn't brought peace, but there is such a thing as scientific authority, which doesn't resort to use of force. The potential use of force is useful for some types of authority, but it is not the font from which *all* possible authority flows, as you stated.
