Gandhi's status as an authority in his time, which is exactly what you requested in your original post:

Name one group that has authority (who is actually listened to) that does not have a solid military backing?

LurkerMo did. Well, Gandhi is not a group but a person, but for the sake of debunking your claim that all authority stems from military that should suffice. As for the other criteria: In his time Gandhi had authority, you more or less acknowledged that. He also didn't have solid military backing.

So... mission accomplished :)
