It really depends on what kind of authority you're looking for. Authority can stem from a position of power (of military, economic or whatever kind), from knowledge, from reverence and surely a whole bunch of other sources I currently can't think of.

Depending on the situation, authority of the other kinds can well contest a position of authority gained through military power, as the example of Gandhi elsewhere in this thread illustrates for authority through reverence and knowledge.
