The fact that violence exists in India is not a testament to any failure of Ghandi's. It is a testament to Indians being human - nothing more.

The "war" in Ghandi's time was to "evict" without use of force btw the then all powerful British Empire from the continent. Something they were remarkably successful at. Ghandi did have an army. He had great support from most of the continent and their freedom from British oppression came at great cost.
Ghandi was not against war or being activist - he was against violence.
Violence begets violence and he saw that if they were to be successful against the British it would only be if they were to be shown the injustice of their staying - and then leave "as friends."
