I think it was from one of the red dwarf books (not recomended reading). Ran along the lines of: Mankinds favourite pastime was war, they put a huge effort into practicing and perfecting it until around the start of the 21st centry they hit a problem. They had got too good at it, any real war would destroy the planet. For a while people played around with the idea of "limited wars" or "conventional wars" but they just weren't as satisfying....
