military, specifically BECAUSE the US wields most of the UN might. France and Germany were highly annoyed that the US could pretty much run roughshod over them because they had precious little military pull in the UN (and i'm not talking Iraq here).

Read some of the speeches and look at the policies of the EU. They're there to promote the founding members. Consider Chirac's classic remark of "This would be a good time for new members to shut up".

France and Germany both know that they will *never* have a sizeable enough military force to be any sort of a threat again, so they took the only option they had: economics and politics. They couldn't do it on their own, so they're pulling in the rest of Europe. If they can't have a huge military of their own, they want enough small militaries to be able to achieve the same role.
