well. It is being taken care of by a central registry for pharmacies. The pharmacy is now able to check for a total of all prescriptions for any customer. This avoids dangerous drug interactions (when a patient doesn't tell hir doctor about other medication) and catches the problem with 'doctor shopping' as well. Doctor shopping is not a criminal offense, AFAIK. It is minor fraud. The cost justification for starting the project was to avoid the government expense of all that medication. Addiction is an entirely different problem, and not a criminal one.
