as in "almost a sphere". Globe is a generic form, not merely "earth" ... so gps can work on mars.
As for earth: it depends on some hardware, so they 'll need to have sattellites circling mars, people who investigate where and on which mars channels the govt is working today (as they are blocked for traffic for x days/weeks/months), which one was flooded and where traffic jams really shouldn't be made worse by routing traffic to ... they can do it, but it's not ready yet.

As for traffic jams: with only a few vehicles on the entire planet, that's not the first thing they'll think of, but is is a forseeable system flaw (as was y2k) if it's NOT already calculated.
