Render the scene using a camera. (Target is probably the easiest to get right)

Create the camera and get it aimed nicely.
Set up a viewport to display the camera view.
Modify the camera:
Enable "Multi-pass effects"
Choose "Depth of field"
Edit the Depth of Field settings until you get the kind of effect you're looking for.

The only thing to be aware of is that this will take a LONG time to render - the standard settings are for 12 passes, so that takes 12 times as long.
