Weather alerts give us factual information about weather threats based on meteorological study. Storm warnings and fire index warnings operate on a similar principle. Investigations of high-crime areas inform us of criminal threats based on sociological and statistical study. Reports on the existence and identities of stalkers, rapists, child molesters and murderers present factual information about other criminal threats based on factual sources like criminal records.

The terrorism alert level gives us unfounded "information" about terrorist threats based on (as far as we know) absolutely nothing. There is no scientific backing. There is no evidence--none they can tell us, anyway. The idea of intelligence is to snoop around, figure things out, and take care of threats to national security without anybody noticing. The very nature of national security and intelligence renders the alert level and similar warning systems meaningless; those who are free-thinking will doubt the government (which is what the original patriots had in mind when they established the American system of democracy--nothing is more patriotic than questioning the government, really) and ask for factual sources; the government can not give them factual sources because doing so will compromise security, which defeats the whole damn purpose. Free-thinking people then think, "Gee, there's no real backing to this claim, so the government must be lying to us."
