Come down to the mission neighborhood and I'll show you the dogs and cats running around in streets, including many that appear to be purebreds. Contrary to the common perception, purebreds are not just bought by rich people. Many poor people buy them too. I know plenty myself.

As for petstores, yes, the trend does seem to be getting away from selling animals themselves. Petsmart, for example, does (AFAIK) sell any dogs or cats. They do work with local shelters to showcase animals for adoption. That's a good thing. Now if they would stop selling other animals (reptiles, birds, fish) they could be a pretty cool operation.
