it's a ball bearing based fan. Which is great but it sounds like that fan is faulty. They normally run very quiet if they are ball bearings and last longer than the average fan too I think. So if you've only had it that short of time and I know that is an expensive card they should warrenty replace it. I'd say it's possible that even before it got into your computer during shippig or something it might of got knocked around a bit. The store and you wouldn't of known that tho until after the fact when it behaves like this.
