I can't see it harming the processor unless it was the processors fan that got shot. Usually if the psu one goes the system over heats and the system emerge features(onboard in bios or in the OS) shut down the system. So usually tho it gets hot and behaves odd it wont hurt the processor... usually a short on the board, a faulty cpu, or on board cooling is more likely to mess it up if I remember right. I've had psu's fans go 3x in one old pentium computer and not once did it hurt the cpu. I've also had one cpu malfunction and all it was was crappy solder points so redid them and it worked fine again.
