| The former is an example of conflict between two organizations that are, in different ways, geared for it. Unions use pressure tactics (which can occasionally escalate into violence) to back up their power to bargain collectively. People these days are inured to stories of picketers in conflict with police forces.
The latter is simply heinous behaviour on the part of a member of a (once?) trusted institution.
Because of the difference in degree, ST's comment was kind of funny to me whereas I found soldier's suggestion offensive.
