And since we're doing it, why not define the zero radius to be though the Sol System. So you have three terms: distance from galactic centre, angle ± in the galactic plane from reference line, angle ± out of the plane. Note: ST used navigation references relative to the ship (like "turn 20° right") but planetary locations were absolute.
