IMO, you should have your lights down by the Jan 5 date or they should no longer be on. I think that the end date of the ban should be Nov24, 2004. Traditionally, my family has always spent Thanksgiving afternoon putting up lights. But that's just us. As for the time restrictions, it's not dark until around 5pm so before would be a waste. I would think that an exception should be made for X-mas eve, X-mas day, and New Years Eve.
