Having seen what some people do, I can definitely understand why they'd want to limit this. Just looking around here at night is scary. There are some pretty displays, but the general effect is to create a 24 hr day (or at least a healthy twylite). I do like the "per bulb" fine :) Besides, if people (everyone, not just the CA'ians) just learnt to turn off what they're not using, and invest in some decent stuff (like in-line water heaters), a LOT less power would be used.
