incur more expense to accomodate the frequent unscheduled work stoppages breaks that no other employees get or take, just to placate those who have, through no fault of the company, gotten themselves addicted to nicotine? A warm protected place would only encourage them to take more frequent and longer "smoke breaks".
The righteous indignation is on the Other side of the argument. Smoking stinks, it causes fire hazzards, even when ample ash trays are available smokers strew ash and butts all over the place and routinely flick lit butts out their car windows to the hazzard of dry brush and convertible drivers, and ignoring all the other claims of the hazzards of second-hand smoke, it is clearly and definitely harmful to those with allergies and to asthmatics.
Smokers made their choice, the consequences are their problem.
