the first time around. The NASA space program has always been as much a political tool as a scientific project. If the politicians decide it's time to return to the moon then they'll get the funding they need. First time round you had to beat the Russians, this time it's the Chinese. Bush Jr has already shown an interest so the probability of a return is improving.
