But it has to do with I/O-channel speed rather than CPU speed.

There's no point in putting more than about 800MHz in an IBM mainframe because the I/O just does not flatten out - which is the main reason why x86 is so slow. Even lower-end PPC has better I/O handling (And I mean *low* end, as in, like, Apple won't put it on a Mac low end) than x86 (Having said which z-Series run on higher end PPC. It's a big scale, and mostly determined by the I/O bus. The z/800 has 12 or 24 fibreoptic I/O channels per processor. The z/900 has 24 wider fibreoptic I/O channels. The z/990 is more or less like the z/900 but has more processors to use and an extra set of boards.
