Thier phones have bluetooth on AND discoverable by default. The only phones I have been able to bluejack are Nokia phones. All phones have the option to turn bluetooth completely off or just turn it to not discoverable (for when you want to connect to your headset or desktop but don't need the phone broadcasting it's presence.

Bluetooth is a replacment for IRDA really, it works well, the only compliant I have is that there are not any common dongle drivers available, each manufacturer is protecting them with some sort of password!
