When I work in restuarants and bars, I get paid between £4.50 and £6.00 p/h depending on who and where I'm working for.
Any tips I receive are a bonus - I budget assuming I get nothing, and when I receive them it's a nice surprise and it covers a pint down the local or a little extra something from the store.
My primary waiting is Silver Service - it's about as posh as you can get, and very hard work.
A couple of points about the difference in service in the USA and UK:
In the UK the tradition is for waiters to be invisible until a customer desires something - then a waiter magically appears and gets whatever it is (assuming the place does it of course).
In the US it appears that the tradition has become that waiters continuously bug the customer to see if they can get anything - personally, I wouldn't like that.
This appears to have been brought about by this extra tax, which makes a tip obligatory.
Finally, one thing that strikes me as the centre of the point here:
A tip is often called a gratuity - usually when it is obligatory to pay it.
Obligatory - Something you must do.
Gratuity - A gift.
There's something very wrong when you are forced to give a gift.
