collection of the information is often required by the government as evidence that an affirmative action program is being pursued agressively or a court-imposed quota is being met. And in medical questionnaires it's often because there are medical conditions that are most likely to be found in people of a particular racial background, for example sickle-cell with Africans and Tay-Sachs with Ashkenazi Jews and an abnormal response to alcohol with Japanese.
