Pretty much all PAL TVs these days use digital signal processing and either have already build in or are capable of adding components to overlay text and computer graphics onto the currently viewed channel. Those features are needed to implement BTX and Videotext (let alone all the on-screen menus for the TV itself).

This means that the hard parts of synchronizing your icon image with the video frames and the merging of frame and icon are being taken care of for you. Typically all you have to provide is a full frame picture with RGB and Alpha (were alpha indicates the level of transparency with which your frame is overlayed over the video frames).

It's been too long since I left PAL country, but you may even be able to do that from the SCART connector without having to open the TV (not sure about that though).
