It takes two of them to start the process of a new human being, however once started, all the power to determine the outcome falls inexorably toward the female, whether to have the baby, abort, or put it up for adoption. That's ostensibly why marriage exists as a legal arrangement--committing two people for the welfare of any children that come from the union.
(Not being a religious person here. Just saying that that's the only reason for marriage *laws* to exist, basically)
However, like has been said, after the start, the man is ballast. Typically the law sides with the mother, and men are merely interested third parties. The woman is in total control and the man is at the mercy of her determinations, and those of the court which are historically against him.
