then do you put every woman who gets pregnant despite using multiple forms of contraception in jail? Are you going to keep men and women physically segregated until they have been issued parenting licenses, or are you so naive as to think that only people who have parenting licenses will have sex? And what do you do with the kid? The options I see are to let the unlicensed parents raise it (which kind of defeats the purpose), find somebody with an unused slot on their parenting license that they are willing to expend on someone else's offspring instead of having another one of their own (while there will be such I doubt there will be enough to fill the demand), put it in an orphanage (it's questionable whether that's better than leaving it with the unlicensed parents), toss it out to fend for itself as best it can, kill it after birth, or abort it.

So how do you propose enforcing such a law?
