Over here a tip is not considered part of your wages by your employer.

For pizza delivery, you are almost always charged extra - be it through a delivery charge or 'mysteriously' higher prices than other establishments.
The pizza delivery jobs I've seen advertised always indicated that they would pay you a wage for working for them, plus a payment to cover your mileage - whether that payment is high or low depends on the place obviously.

Big firms like Pizza Hut and Dominoes actually provide the vehicle you deliver with as well - normally a motorbike.

So in summary, over here you are paid a wage to do your job, calculated assuming that you get no tips - you cannot be paid less than minimum wage*. If you do the job well, and provide 'extras' (minds out of gutter please), then the customer may feel you deserve a tip.

It's not obligatory! The whole point of a tip is to say to your waiter/delivery person "You did an excellent job, here's a bonus"
If they only did a mediocre job, they don't deserve a tip.

And I AM a waiter - silver service no less.

*There are circumstances where companies try to get out of paying you minimum wage. Anyone trying it should be boycotted immediately.
One such company is Safestyle windows - NEVER EVER EVER buy a window from them, they use illegal telesales methods and break employee contracts.
