If you go into most restaurants (from the cheapest dives to the most expensive bistros) in the USA you will get wonderful, fast and personal service since they need to make the tips to survive. You get pretty good service in Canada but not as consistently since the base pay is low but not as low as the USA. In the UK there doesn't appear to be any financial motivation to give good service unless you know the customer already and in most places the service is severely lacking . BTW I know from personal experience and from talking to others who have traveled there. I think the North American system is much better if only because it leads to better service. You can also think of the waiters as sales people whose commission is paid by the customer instead of the employer.
