In the UK waiters get x per hour (I usually get £4.50 to £6.00 depending), and pay tax as per any other employment. Tips are on top of that. Strangely enough, the people who tip best are the people with little money - I normally get good tips from students and people who have obviously scrimped and saved to go to the event I'm working at, but almost never get anything from the obviously rich customers.
