Generally in North America (USA and Canada) restaurants (and I include pizza delivery joints in this) are legally allowed to pay below minimum wage to their service staff and in doing so passing the savings on to the customer. Most customers knowing this generally tip on a sliding scale depending on how good or bad the service was but will tip even for 'average' service. I understand that things work differently with regards to wages and the cost of ordering food in the UK which is where you are from if I am not mistaken.
