He was blowing up the flying bomb robots from Reloaded. I think, if he does have some kind of wireless interface hardware, that it's somewhat plausable he could just give them an "explode now" command. According to the train man, the train station wasn't exactly part of the Matrix, so Neo wasn't in control. (As expected as the result was when he walked down the tunnel, that was still a funny scene. :)
