You mean can you merge and compile a new kernel version without upgrading everything else? If so, I think you can, unless there's something compiled into the other software that prevents it. I haven't tried it, though. Not doing regular updates on your system in general kinda defeats part of the purpose of the portage system (i.e., semi-automagical updates).
