The bill does allow for the "life" of the mother as an exclusion. What is not allowed is the "health" of the mother. The Supremes, under Clinton, allowed anything at all to called the "health" of the mother, including having a bad day and making a bad choice. On the other hand, partially birthing a baby, feet first (an unnatural position) , then sucking it's brain out can hardly be seen as a procedure that may save the life of the mother.
