to deliver a brain-dead infant. Dilation and extraction--which by the way is the actual medical term-- is used almost exclusively in situations where the fetus is either anencephalactic (congenital lack of a brain) or in which an illness of the mother has resulted in brain-death of the fetus. Anencephalactic fetuses are generally not diagnosable until late-term. I'm with Howard Dean on this one...since when is Congress authorized to practice medicine?!
