If it's illegal to do that, unless it's a risk, how can mothers use that to change their minds? Assume they somehow manage to convince the doctor to apply the procedure despite the fact that they are not in any danger. Then they are criminals anyway, just the same as they would be if there was no such provision.

However, if there ever occurs a situation in which this is really the only way to save a woman's life, and it can't be done, then they are criminals despite the fact that they saved her life. That can't be right.

The whole issue is not that you can think of a situation. It's the fact that there is now a situation in which the woman's life is not even a consideration. That sounds very bad to me.
