Since we are discussing Matrix I, I'm not using spoiler markers. Cypher used to sit alone and play with the matrix console. We saw Neo catching him at it, and Cypher hurriedly turning off some visual consoles. To make first contact, all he really needed to do was to send control an e-mail. The trickier part is getting into the Matrix without an operator, but I guess he could set that to auto pilot or something, once he agreed with Smith on the time and place of the meeting.
