On first glance you would have to convert every channel into a video signal that could be processed, then manipulate that signal, then convert everything back into the antenna signal.

Especially the second part is only possible with *very* exensive stuff, as far as I know.

It would be simpler to have to manipulate only ONE video signal. For example, just use the AV input of the TV, and then use the VCR to switch channels. That should be possible with a cheap genlock device.
